On July 29, 2022 the West Windsor Planning Board approved a plan from Bridge Point West Windsor LLC (Bridge Point or BP) to build a huge warehouse project at Quakerbridge Road and on both sides of Clarksville Road over tremendous public opposition. The project would include 5.5 million square feet of building footprint coverage, 2,435 car parking spaces, and 1,072 truck-trailer parking spaces. The construction would disturb over 400 acres of property and cause an increase of over 241 acres of impervious coverage. This site is subject to frequent flooding that has only grown worse in recent years.
The Flood Hazard Area Individual Permit for Bridge Point was granted on December 1, 2022 by the NJ Department of Environmental Protection (NJDEP). It is one of two permits needed to begin construction, That permit was challenged in the Appellate Division of New Jersey Superior Court by The Watershed Institute. A decision published on December 27, 2024. The Court vacated the permit and returned Bridge Point’s application to NJDEP due to the agency’s failure to require a needed feasibility study. The Court has given NJDEP the option to require that Bridge Point to submit a new application for a flood hazard area permit. Alternatively, they could submit an amplified or clarified version of the existing application.
Why is this important?

The flood maps used for this project, the largest warehouse project in the Garden State at 5.5 million square feet, were seriously out of date (issued 1999) when the project was approved. It makes no sense to ignore the new rainfall and stormwater data available in 2025 to build a project of this size.

NJDEP worked with BP during the application time to make sure their application was grandfathered under the old flood maps when NJDEP approved the permit (December 1, 2022). We want NJDEP to be true to their mission and use the best available science to protect the NJ residents and communities from harm.
It is for these reasons and more that we the undersigned call upon Shawn LaTourette, Commissioner, NJ Department of Environmental Protection to require a new permit application from Bridge Point West Windsor LLC utilizing the new Inland Flood Protection Rules (IFPR) and corresponding flood hazard map (release date July 17, 2023).
