Pennsylvania’s two primary cleanup statutes were never designed to address active spills, pipeline leaks, or emergency situations where contamination poses an immediate threat to residents and our environment. That’s why we need to enact the Pennsylvania Environmental Cleanup and Responsibility Act by passing HB 2178 and SB 1157 which would address active hazardous discharges and immediate threats.
